In 1998 Orange County Public Schools, the 16th largest district in the nation and the 5th largest in Florida, was reorganized into five area learning communities to decentralize the district and permit decisions to be made at the regional and school levels. Of the five areas, the North Learning Community serves the highest percentage (70%) of minority students (K-12); has the highest percentage of elementary student eligible for the free and reduced price lunch program; and has the most elementary schools rated "D" or below by the State of Florida’s new accountability system.

The focus of this Shared Services Network project has been in the North Learning Community at a specific elementary school, Orlo Vista Elementary School. It is the intent of the project to be a model for replication throughout the North Learning Community and, eventually, the entire county.

The project currently consists of three infrastructure components. On the community policy level there is the Steering Committee. On the school policy level there is the School Success Team and the Student Success Team. In the future, a fourth infrastructure component shall be added, the CEO Roundtable.
