Decision makers and decision making groups are attuned to working in a crisis management mode. Moving from problem driven solutions to vision driven solutions keeps the community on course and provides greater potential for maximizing resources.
Without vision driven direction there is a tendency to neither address the fundamental causes of problems nor challenge thinking in new directions. This is a different way of approaching solutions for many of us and requires constant facilitation and re-focusing to keep us on track.
